Starting in 2025, the so-called "solidarity fee" will be implemented in Spain, a new additional contribution aimed at strengthening the public pension system. This measure will affect salaries that exceed the maximum contribution base established annually in the General State Budget Law. What is the solidarity rate?

The solidarity fee is an additional contribution that will be applied to the part of the salary of employees that exceeds the maximum contribution base. According to article 19.bis of the General Law on Social Security (LGSS), this measure will be implemented progressively from 2025.


Functioning of the Solidarity Quota

The maximum contribution base for 2024 is set at 4,720.5 euros per month. From 2025, salaries exceeding this base will be subject to the solidarity fee, which will be applied progressively in three tranches:
  • First tranche: For excess salary up to 10% above the maximum base, a rate of 0.92% will be applied in 2025. This percentage will increase annually by 0.23 points until reaching 5.5% in 2045.
  • Second tranche: For excess salary between 10% and 50% above the maximum base, a rate of 1% will be applied in 2025, increasing by 0.25 points annually until reaching 6% in 2045.
  • Third section: For excess salary exceeding 50% above the maximum base, a rate of 1.17% will be applied in 2025, with an annual increase of 0.29 points until reaching 7% in 2045.
These percentages will only apply to the part of the salary that exceeds the maximum contribution base.
